**The Portuguese Air Force has officially confirmed its involvement in enhancing the intelligence, surveillance, and reconnaissance (ISR) capabilities of the C-390 Millennium transport aircraft. On April 1, 2025, during the LAAD Defense and Security Fair in Rio de Janeiro, this announcement was made in collaboration with Embraer and the Brazilian Air Force (FAB). The event, which was attended by senior military officials and Embraer’s top executives, highlighted the strategic partnership aimed at adapting the C-390 platform for specialized ISR missions.**
The announcement occurred during a formal ceremony where General João Cartaxo Alves, Commander of the Portuguese Air Force, and General Marcelo Kanitz Damasceno, Commander of the Brazilian Air Force, along with Embraer’s CEO Francisco Gomes Neto and Head of Defense and Security Bosco da Costa Junior, gathered to unveil plans for the aircraft’s new capabilities. A conceptual image of the modular ISR system currently in development was revealed, showcasing the ambitious direction this aircraft is heading.
The new ISR variant, designated the C-390 IVR, aims to incorporate several advanced features, including synthetic aperture radar (SAR), electro-optical and infrared sensors, and sophisticated communication systems. This upgrade is being developed while retaining the aircraft’s existing multi-role functionality, ensuring a versatile platform for various operations. The C-390 IVR will also allow for external payloads, further enhancing its mission profiles.
As the development process aligns with current operational and logistical frameworks, research into the potential uses of the C-390 for maritime patrol as well as ISR purposes is progressing steadily. General Marcelo Kanitz Damasceno remarked on the methodical and efficient nature of the ongoing work, while Bosco da Costa Junior underscored the importance of expanding operational capabilities through this collaboration.
In the current global landscape, the demand for ISR platforms has surged. According to projections, the ISR aircraft and UAV market could reach a value of $22.1 billion by 2033. The practical application of ISR systems spans various domains, including enhanced security measures, environmental monitoring, and resource tracking.
Brazil’s extensive maritime territory and its international interests played a significant role in the decision to adapt the C-390 for ISR and maritime patrol missions. Additionally, similar requirements are evident in regions like Southeast Asia, the Middle East, and Eastern Europe. Countries already operating the C-390, such as South Korea and Sweden, may soon assess the suitability of this ISR variant for their border surveillance needs.
In a related development, Embraer has also proposed a KC-390 aircraft model to Turkey, further extending the reach of this versatile transport platform.
